On June 22, 2009 President Barack Obama signed the Family Smoking Prevention and Tobacco Control Act in the White House Rose Garden. Lots of smiling children, politicians and bureaucrats were standing around for the big photo op/ sound bite media circus for this earth shaking fiat of legislation. Lots of derogatory and inflammatory remarks were made at the cigarette companies, even by people who were still using the product themselves. (no names will be mentioned but one of the guilty parties had the initials Barack Obama)

There are several draconian provisions in the bill. The food and drug administration now can regulate tobacco products. They can outlaw all flavorings and lower the nicotine level in cigarettes. this last measure would require increased tobacco use for the smoker to get their daily dose of nicotine. A honking big tax increase on cigarettes per pack, not a percentage of the cost, but per pack. Jane Grevell of the Congressional Research Service had this to say about all cigarette taxes not just the most recent ones.

'It is generally recognized that cigarette taxes are one of the most regressive taxes, that is, a tax that falls more heavily on lower income individuals as a percentage of income.'

So much for the no new taxes on the poor and middle class people of America. So much for setting a good example to discourage America's children from taking up the smoking habit. At least from the government. Tobacco is too much of a cash cow to even dream of our politicians taking any action to really encourage smoking cessation.
